If my 4 yr old son comes back with fifty flea bites from his dads house, is it enough reason to call CPS?

I try to be nice but can't here. People who use CPS as a weapon piss me off! You are not the one who pays for your stupid little trick if it goes wrong...YOUR CHILD DOES! Many States have free mediators so that parents can get together and discuss visitation issues. If they can't be resolved through the mediator you can choose to take it to the family court judge. Mediation can be legally binding if the two of you can come to an agreement. You can ask your ex to meet with you through the mediator and discuss your issues with him. By the way...bed bugs are in many upper class homes and hotels. There is an epidemic. They are hard to get rid of. Fleas are easy to get rid of...a lot easier than getting rid of Child Protective Services once you open that Pandora's box. CPS IS NOT A WEAPON!
