What is the best electric fence for multiple dogs?

I have 2 dogs one is small and the other is a big breed. The small dog is about 25 lbs and the big dog is about 100 lbs. Is there any kind of electric fence I can get that would work for both dogs? I would like to get a DIY one if it's possible. I need to keep them from running into the road. The small dog is also a car chaser and can easily escape from a leash. Any suggestions would be appreciated.
