Am i overweight? Have I been for a while?

Nope, you are a healthy weight. WebMD has a bmi calculator for teens if you want to see for yourself. Also you might want to eat a bit more, especially if you want to be toned you need to take in some more protein. Dieting won't help you tone. But you are definitely 100% not overweight at all.
