There is a guy at my job who is harrasing me by threatening to complain about my job so i will get in trouble?

He is making a hostile work environment. I went to my boss thinking this would help but it has not. What can i do. What are my rights. They hired another guy and pay him fifty cents more an hour. Thats not alot but its the principle. What can i do.
