Rape laws in the United States!?

Please, a well-considered answer to the following. Do you think that the rape laws, currently on the books across the fifty-states of this nation, do enough to protect women or that they victimize her yet again. That current statutes need to be universalized, so that one statute applies in all States. Above all, do you think the law, as applied, is fair to all women or not? Please, no polemics or horror stories, just good and thoughtful answers.
